On January 23, 2018 Norfolk City Council approved a resolution authorizing the City and NRHA to begin planning with residents and community stakeholders for transformation of Tidewater Gardens, Young Terrace and Calvert Square public housing communities and surrounding areas totaling approximately 200 acres into safe and thriving mixed-income, mixed-use neighborhoods with accessible quality affordable housing, jobs, services and amenities.
The approval of this resolution allows the City Manager to:
Work with the Norfolk Redevelopment and Housing Authority (NRHA) in the development of a revitalization plan for the St. Paul’s area;
Develop a human services transformation plan that provides supportive service programs aimed at enhancing life outcomes for residents of Tidewater Gardens, Young Terrace and Calvert Square;
Proceed in a manner that recognizes certain guiding principles;
And provide support letters to NRHA to fulfill transformation processes as required by the U. S. Department of Housing and Urban Development.
